The rape news in India are always considered as B-Grade news. Media use to publish a little about it as there are complications in the case (privacy, sexual content). Readers feel pity for victim and may not read rest of the news. Some may read everything and will have a grudge against the accused or will think how to prevent/ punish accused. While some may read it for sexual content or little pleasure. Media never took it serious to followup the news.
In recent Delhi took Gang Rape seriously. Initially they didn't have other major news. Surprisingly Some editor showed responsibility. They moved this B-grade news to headlines and counted on reader's response carefully. Many people showed their anger and all of the sudden huge support formed. These supporters have their own job, family, work, problem still they showedup their strength to the govt. This time govt don't have anybody to blame and forced to take action. Hats off to people of Delhi.
